Russia Announces Implementation of New GHS Standards

On 19 July 2022, the Association Non-Profit Partnership Coordination and Information Center of the CIS Member States for the Convergence of Regulatory Practices-NP KIC CIS (CIS Center)-announced a recent adoption of the following three new Commonwealth of Independent States (CIS) standards as Russian national standards:

For classification: GOST 32419-2022
For SDS: GOST 30333-2022
For labeling: GOST 31340-2022

3E Review

The three new Globally Harmonized System (GHS) standards have been adopted through Russian Federal Agency for Technical Regulation and Metrology (Rosstandart) orders as follows:

• Rosstandart Order No. 572 of 7 July 2022 will implement GOST 32419-2022 Classification of Chemical Hazards. General Requirements.
• Rosstandart Order No. 571 of 7 July 2022 will implement GOST 30333-2022 Chemical Production Safety Passport. General Requirements.
• Rosstandart Decree No. 640 of 18 July 2022 adopts GOST 31340-2022 Warning Labels of Chemical Products. General Requirements.

All three new standards follow the 7th Rev. of the United Nations GHS. The adoption orders are not publicly available. However, based on preliminary information, the new standards should replace the existing standards as follows:

• The new GOST 32419-2022 will replace the existing general classification standard: GOST 32419-2013 Classification of Chemical Hazards. General Requirements.
• The new SDS GOST 30333-2022 will replace the existing SDS standard: GOST 30333-2007 Chemical Production Safety Passport. General Requirements.
• The new labeling GOST 31340-2022 will replace the existing labeling standard: GOST 31340-2013 Warning Labels of Chemical Products. General Requirements.

3E Analysis

The new standards will be considered in effect on 1 January 2023. Based on the current Russian applicable legislation, the new standards should be considered voluntary until the Eurasian Economic Union (EAEU) Technical Regulation (TR) on Safety of Chemical Products (041/2017) is in force.
